Four first-year graduates of the Domoto Music Academy have died one after another. Inspector Megure and his team begin investigating the series of incidents surrounding Kazuki Domoto.
Kogoro participates in the investigation meeting as a special advisor. After the meeting ends, Conan spots Gin’s car speeding away from in front of the Metropolitan Police Department.
A task force is assembled, and information is provided by the FBI. As the shooting incidents progress, the investigation team theorizes that the empty shell casings and dice left at the scenes contain messages from the culprit.
In response to the bombing at the summit venue, an investigation team is formed. Based on evidence found at the scene, Kogoro emerges as a suspect.
Conan visits Inspector Megure. Then Amuro shows up with a care package for Kogoro, only to be told that he's no longer there. As Amuro (Furuya) exchanges words with Detective Kazami on his way out, Conan notices and plants a listening device on Kazami.
Ran and the others arrive to pick up the released Kogoro. Moments later, a power outage occurs, and a notice from NASU warns that the space probe “Hakucho” may crash into the government building.
Conan and Furuya learn that the capsule's trajectory may not have been corrected. Following Conan's suggestion, and with the help of Dr. Agasa and the Detective Boys, they successfully hit the capsule with an explosive and correct its course. However, it turns out that its new path leads to Edge of Ocean, where Ran and the others have taken shelter, prompting Conan and Furuya to rush to the Casino Tower.

Oleg visits the Metropolitan Police Department to meet Detective Matsuda. Just after Haibara hands him his lost item, the tablet he was carrying explodes. The blast throws her onto the road, and Kogoro crashes into a truck while trying to save her.

- The headquarters building of the Metropolitan Police Department is located in Kasumigaseki, Chiyoda-ku, Tokyo. It is the police headquarters for the Tokyo Metropolitan Government, the capital of Japan. It is also known as “Sakuradamon” because of its location.
